Larry Costa is President of First Center/Capital Management Services and has been with CMS for the past 11 years. Mr. Costa started as the Director of Business Development has been promoted to Vice Presidential positions and Executive Vice President before being named President in January 2014. Prior to his career at CMS, Mr. Costa was Vice President of Sales and Marketing in the telecommunications industry for Sprint Canada, Global Crossings and AT&T. Mr. Costa has an MBA from Canisius College.
- Chad Pyc- Cheif Executive Officer (CEO): Chad D. Pyc currently serves as Chief Executive Officer at First Center/Capital Management Services (CMS), a position he has held since January of 2014. Prior to that, he served as the company's Chief Operating Officer. He has more than nineteen years experience within the debt recovery industry, with the past twelve years devoted to building and developing CMS into a successful world class organization. In his current role, Chad is responsible for ensuring that company business objectives are met. In order to accomplish this, his responsibilities include all aspects of operational planning and strategy. This includes management of company budgets, business initiatives, staffing and capacity planning, profitability analysis, and internal MIS reporting focused on organizational efficiency and effectiveness. Chad also spends a great deal of time interacting with CMS client base, actively participating on all performance reviews and visits. The information obtained from these functions is routinely infused into our client's collection strategy and help to shape future company objectives. Chad holds a Bachelor of Science degree with a concentration in finance from Fredonia State University.
- Julie Fulciniti - Chief Administrative Officer (CAO): Ms. Fulciniti serves as the Chief Administrative Officer for CMS, and has been with the Company since 2002. Julie has also been part of the First Center/Capital Management Services family for over twelve years, serving as Executive Vice President the prior seven years. Ms. Fulciniti has been a key driver in introducing quality standards and measurement, driving process improvement, while aligning internal infrastructure. She is responsible for overseeing client relationship management, call monitoring, quality / auditing, remittal processing, correspondence, authorization, human resources, time and attendance, recruiting, security and maintenance. She has over 21 years of collection experience, and has worked with the top issuers as well as the top debt purchasers in the industry. Ms. Fulciniti developed the entire program for boarding clients, maintains relationships with current and perspective clients, and oversees internal procedures to ensure compliance with federal, state, and client regulations. Ms. Fulciniti holds an A.S. degree in Business Administration from Bryant and Stratton College, and an A.S. degree in Applied Science / Nursing from Erie Community College.

Rachael Weiss-Cheif Operations Officer (COO): Rachael M. Weiss currently serves as Chief Operating Officer for First Center/Capital Management Services. Rachael has 20 years industry experience overseeing people, client/product and company performance levels.
During her 13 year tenure at CMS, Rachael has developed a world class operations team, delivering tier best performance on a consistent basis, while modifying collection processes in an ever changing collection environment. More specifically, her efforts and focus surround motivating her team to want to do the job, teaching/communicating to them how to do the job and following up to ensure the job is executed within the guidelines outlined by the industry and with the quality levels demanded by the industry. In addition to working closely with her operations team monitoring and reacting to key hourly performance indicators, she works hand in hand with company executives to accomplish operational goals, exceed quality expectations, grow revenue and reduce costs.
In her free time, Rachael is a Girl Scout Leader to Troop 30267 of the Frontier-Treemore Service Unit and a coach for the Girls on the Run program at Big Tree Elementary School. Along with those activities she's also building a non for profit organization called KIDS TRI-ING to be the change needed in this world, where she coaches children between the ages of 8-14 to do triathlons and learn about compassion and making good choices.

- Anna Menna - Chief Risk Officer (CRO): Anna Menna worked at one of the largest law firms in Buffalo New York for 7 years prior to joining the First Center/Capital Management Services team. Anna was part of the support staff that organized, stored and scheduled destruction of all legal files. In 2003 she made a career change while attending Buffalo State College to establish herself as a leader in the collection industry. Anna has spent 10-years at First Center/Capital Management Services where she started as a receptionist, then as Client Servicing Representative and finally moving to management and is currently holding the position as Chief Risk Officer. Anna has developed expertise in several areas and with this experience in the industry that has helped her build a unique and successful business model for risk management, customer service and creating a positive work environment.
